Sim error after configuring COPS/PLMN with Quectel BG96

Hey all,
I am trying to connect a Quectel BG96. Every time after configuring

AT+COPS=1,2,"20416",9

It says

CME Error: 13

Also a simple command to retrieve the IMSI AT+CIMI gives an error then.

When I reset the modem and use AT+CIMI again, it works and returns the IMSI. However, after trying to configure the COPS again, the error comes back…

Any ideas?

CME ERROR: 13 indicates SIM failure. Check that Your sim card is ok and also communication between the sim card and BG96.

In some cases after the sim card initialization, I had to add a delay approx. 1000 milliseconds before sending AT+COPS=…
