I have some questions concerning IoT SIM cards used in cars.

Many vehicles in European market are now equipped with IoT SIM cards, and the European Union has a mobile roaming policy known as “Roaming like at home,” According to this policy, SIM cards obtained in one European country would not incur roaming charges when traveling to other countries. We want to figure out whether the “Roaming like at home” policy applies to IoT SIM cards, or it only applies to phone SIM cards.

As far as we know, when the driver uses smart devices in the car, he or she needs not to conduct real-name registration, but when someone in the car uses vehicle WIFI (hotspot), he or she must conduct real-name registration. We want to figure out which regulation in Europe requests this.
