as long as no certificate has been downloaded AT+CSETCA? will return an error - that happens for me too.
According to the documentation there is no AT+CSETCA=? (e.g. test) command - so Iโd expect an ERROR response.
I am not aware of any specific precondition. Maybe with the exception that it might help to reboot the modem after every failed try to download to have a clean start.

I have been using the register application URL page, that is where the Python code comes from. I will check Postman.
It looks like I have a similar problem. I have an N200 02B module from sodaq, the firmware version is 06.57, A03.02. How can I check if the device is registered? When I try to follow the link given by @techniek, I get an Access Denied error. In fact, I get the same for all manuals.

Just like you, Sodaq has an application in our IoT-network. Before Sodaq provided you the device, they registrered the IMEI number in their application.
That means that there is a double registration of the same IMEI in our IoT-network. Hence, our network is not showing the data of the IMEI to anyone. Because there are two people now who claim to be the owner of the same IMEI.
